in pennsylvania today we spend more money on education k through 12 than anytime in the history of pennsylvania state tax dollars. many people don't notice this it was asked of my opponent in the first debate if you combine all five hundred school districts with federal, state and local taxes it is 27 billion-plus dollars a year can -- k through 12 education. he was asked, was that enough money. he said i don't know. representative from montgomery is heading up a commission on what is is fair funding formula. 253 members of the general assembly there will be 253 version of what is fair funding as to what they see in their districts. from my prospective i have to look at statewide what is fair to the city of philadelphia, washington, pennsylvania, to a school district in elk county. because it's going to vary. do we measure it on how many dollars we should give per child should be the same across the state or should it be different across the state. there are many factors that have to be resolved. there's no quick simple answer to that. the number one driver right now we have to fix the pension

>> i was looking into pennsylvania's laws and the death penalty, it was reinstated in pennsylvania, 1976, only three people have been put to death by lethal injection in pennsylvania, since '76, although overall pennsylvania has executed, they're the third highest level of executions in the united states. so they have had a lot in the past. when you kill a cop, this is classic death penalty case, and frankly, the only defense here would be i think an insanity defense and i think he'd have a hard time with it, because he did so much planning and meticulous planning and hiding. it's hard to say that he could be viewed as insane under the law. so i think it's a real uphill battle. what amazes me about the case is that he wasn't killed by the police. you know, you almost always in a case like this, where an officer has been killed and another seriously injured, he taunted the police, i thought for sure that he'd be shot. so remarkable restraint and professionalism by pennsylvania police in this case >> absolutely, and tom a lass question for you, this guy dropped to his knees and gave up, he

he's wanted for the murder of a pennsylvania state trooper. earlier this week, police searched an abandoned resort in stroud township and found a cabin that had been recently lived in. its rooms had plastic covering the windows, ceilings covered with air fresheners and walls plastered with newspaper articles. no word on what those articles were about. searchers also found a letter written by frein detailing the shooting of the two state troopers on september 12th and his escape. >>> a widener university student is charged with threatening a columbine-style shooting against people on campus who bullied him. police say 20-year-old luis vela of lodi, new jersey, posted this post on a social networking website yickyack. administrators sent out an alert yesterday afternoon. >> there was no weapons on this individual, there was no weapons found in his dorm room. we don't believe he had access to weapons. i believe at no time was the student body in danger, but the university did what the university should do, and that's take these threats very serio

now, doctors from around the world are here at the pennsylvania convention center. they're attending this infectious diseases conference. ebola is a major topic of discussion. this afternoon, i sat down with the medical director of the communicable diseases unit at emory university hospital. he's treated ebola patients flown to atlanta from west africa. he says the response to ebola has been just that, a reaction. instead of taking a pro-active approach, he says health officials are trying to keep up with ebola, the outbreak will continue to spread. >> if we don't do a better job of contact tracing and identifying and isolating patients with this disease, it's anticipated there may be between 1 million and 2 million victims from this infection over the next six months. clearly we need to do a much better job. >> and in order to do a better job, dr. ribner says all health care centers around the world need to know the symptoms of ebola and isolate those patients right away. he also said west africa needs help. he says right now in west africa, they don't have trained

"eyewitness news" reporter jan carabao is on the scene with the details on this breaking story in king of prussia, jan. >> reporter: we know that three people were inside of that car that got into the accident with the tractor trailer and police confirm that all three of these people were young adults, one of those young adults has died this morning. take a look at the the video and you can see the scene of the accident. "eyewitness news" was there as emergency personnel transported injured to the nearby hospitals. the accident happened on the pennsylvania turnpike westbound between exit 339 and exit 333 at white marsh, montgomery county. police say three young adults were in that car around 12:30 last night and somehow there was an accident involving a car and that tractor trailer. a helicopter was requested but all were grounded due to the weather. two peop

nbc's sarah dahllof is live in pennsylvania. sarah what do we know about how frein was captured and what's the process moving forward now legally? >> well, good morning, luke. we know that after terrorizing a community for 48 days, pipe bombs found in the woods, a black clad figure with mud on his face spotted multiple times. and halloween put on hold. we know that after all of this, frein surrendered peacefully with no shots fired. in fact, law enforcement describes his surrender, in fact, as meek. now, he was taken into custody in the handcuffs of the trooper he allegedly killed. a fitting end, those say, who have been serving for him through this whole ordeal. he's expected, as you said, any minute now, to be arranged on charges, including first degree murder. prosecutors saying this is a serious, serious crime with serious consequences. they plan to seek the death penalty. we also are told we will hear from the district attorney shortly after that arrangement about more details of this court process and what they'll be doing

the pennsylvania governor's race. the second debate between republican incumbent tom corbett and democratic challenger tom wolf is now in the books. among the issues they discussed, funding public education, the state's economy, and pension reform. yesterday's debate was heated at times. corbett tried to frame wolf as the candidate who will favor labor unions over taxpayers. wolf tried to blame corbett for budget deficit and struggling schools. how to fund those schools was a main topic of discussion. >> i would impose a 5% severance tax. some of that money would go back to the localities allowing drilling, some of it would go to the epa. hundreds would go to fund education. >> when it comes to fair funding -- and that is a decision, that is the commission that's out there working right now, that has to come up with a solution is how much does every school district deserve. not just the school district in philadelphia. >> now, the final debate between those candidates is set for next wednesday, october 8th, near pitts

for seven years, justice mccaffrey served on the pennsylvania supreme court. the ç64-year-old's life was fu of public service. first as a philadelphia police officer, then as the presiding judge, sorting out rambunctious eagles fans in what was known as eagles court, a courtroom in the veteran s stadium basement. he's retiring monday. e-mails were sent and received between 2008 and 2012. mccaffrey's retirement ends an investigation into his conduct. it also ends a 20-year judicial career. mccaffrey did not talk to the media. his only statement came from his resignation letter. it says in part, i am very proud of my 20 years of public service to the citizens of philadelphia. i want to make clear that under no circumstances would i request or agree to take senior status in the philadelphia judicial system nor would i ever be a candidate for appointment or election to any pennsylvania judicial office in the future. >> reporter: when asked about the scandal, the state's chief justice was quoted as saying no other justice has done as much to bring the supreme cou
